The problem

The complaint process is built to be given up on.

Filing a regulatory complaint in Colorado means finding the right board, understanding the rules, drafting the complaint correctly, and navigating a web portal — often in English only, often with an accessibility challenge in the way. Most people who have a legitimate complaint simply stop.
